Requires the completion of an application, the payment of a non-refundable filing fee, and two public hearings before a final decision is made by the Board of Commissioners.  The Board of Commissioners vote on the First (1^st) Reading (Work and Voting Sessions) of a Draft Ordinance for each Zoning Amendment to forward the Amendment to the Conyers-Rockdale Planning Commission.  The Conyers-Rockdale Planning Commission holds the first public hearing and the Board of Commissioners holds the second Zoning Public Hearing.  The Board of Commissioners will vote on each Zoning Amendment at a separate Voting Session.
