Director of Planning & Development

Juliana Njoku is a seasoned public administrator, planner, and social impact strategist with over 25 years of experience in leading and executing diverse projects and initiatives in the fields of community and economic development, housing, and sustainability. She is currently the Director of Planning and Development at Rockdale County, where she oversees the planning, implementation, and evaluation of the county's strategic goals and policies related to land use, infrastructure, environment, and social services. Ms. Njoku has been recognized as the first African woman to serve. 

Prior to her tenure with Rockdale County, Ms. Njoku served as a Public Administrator for the Office of Strategic Planning for the City of Indianapolis Department of Public Works. Throughout her career, Ms. Njoku has served several major cities in the areas of public policy, community, and economic development, with a focus on place-based strategies. Ms. Njoku has an extensive background working in government and non-governmental organizations. She also has a background in international development, having worked with the United Nations in New York City for UNIFEM (now known as UN Women) and the United Nations Development Program (UNDP).

Ms. Njoku's career has also afforded her extensive experience in rural-suburban and urban house development projects, consulting with housing development authorities such as Atlanta Housing and varying development corporations. In addition, Ms. Njoku has served on several boards and committees to include the Board of Directors for Rotary - Indianapolis and AJC Atlanta: Black-Jewish Coalition. In addition, Ms. Njoku has also been presented with several awards including a Mayoral Awards, for her dedicated service to advancing wide-scaled city initiatives. 

As a certified Six Sigma Greenbelt and a Harvard Extension School graduate with a professional certificate in Corporate Sustainability and Innovation. Juliana has a proven track record of applying data-driven and innovative solutions to complex challenges and opportunities. She has successfully developed and managed performance metrics, stakeholder engagement, development, and economic strategies for multiple project deliverables across various sectors and regions. She has also leveraged her expertise in sustainability and social policy to create new revenue streams and strategic partnerships. 

Juliana is also a highly sought-after public speaker and moderator, known for her passionate insight and advocacy for creative solutions to social challenges.
