Director Terrence Simpkins

Terrence Simpkins is the Director of Stormwater Management. He directs and provides oversight of the department by establishing policies, procedures and methods for the operation and maintenance of drainage infrastructure systems and directs and manages the work of the department’s employees. He also provides oversight of planning, coordinating, implementing, and monitoring and evaluation duties for permit compliance and retention for the implementation and annual reporting for the Phase II MS4 Stormwater Program and any requirements for the Metropolitan North Georgia Water Planning District (District) plan related to stormwater and watershed planning.

Director Simpkins believes that through creative thinking, good customer service, and process efficiency, the Rockdale County Stormwater Department will be one of the best in the State of Georgia.

In his previous role with DeKalb County Government, he worked as a Staff Engineer Senior and Project Manager. Director Simpkins performed professional civil engineering tasks in support of capital projects, plan review, infrastructure construction and maintenance projects, with an emphasis on formulating conceptual designs and resolving engineering problems.

Director Simpkins has 25 plus years of experience in stormwater and sewer infrastructure, project management, floodplain management, environmental engineering, and compliance monitoring.

Director Simpkins earned his Bachelor of Science Degree in Civil Engineering Technology from South Carolina State University in 1993 and has worked in multiple areas of State and Local Government.

When he is not providing oversight of the Stormwater Management Department or meeting with Rockdale County citizens, Director Simpkins enjoys flying aircraft, golfing, music production, and spending time with his family.
