Our mission at the Department of Planning and Development is to provide quality services to business owners and to ensure the quality of life of Rockdale County residents. We are comprised of four divisions: Planning and Zoning, Code Enforcement and Administration.

Planning and Development
Planning and Zoning is responsible for the administration of permits, business licenses and non-profit registration, alcoholic beverage licenses, development plan review, zoning and long-range planning. Learn More.
Strategic Comprehensive Plan
The Comprehensive Plan is established as the official policy of the County designated land uses and development types under which the unincorporated areas of the county are divided into land use categories and character areas. Learn More.
The primary mission of the Inspections Division is to protect the health, safety, and welfare of the people by ensuring a safe building environment. Learn More.
Code Enforcement responds to citizen & staff complaints regarding code violations. Code Enforcement Staff works with legal counsel, represents the county in court and works with other divisions in P&D as well as other departments to enforce the code and ensure compliance. Learn More.
Any business, profession, or occupation within the concerning unincorporated area of the county (outside of the city limits of Conyers), must apply and obtain a business license from Rockdale County. Learn More.
