Zoning Amendment Process

Requires the completion of an application, the payment of a non-refundable filing fee, and two public hearings before a final decision is made by the Board of Commissioners.  The Board of Commissioners vote on the First (1st) Reading (Work and Voting Sessions) of a Draft Ordinance for each Zoning Amendment to forward the Amendment to the Conyers-Rockdale Planning Commission.  The Conyers-Rockdale Planning Commission holds the first public hearing and the Board of Commissioners holds the second Zoning Public Hearing.  The Board of Commissioners will vote on each Zoning Amendment at a separate Voting Session.

Combined FLU Map Amendment and Rezoning Application Instructions

Rezoning: The process of changing the current zoning district of a property to a different zoning district.  This usually is to allow for a use that is not permitted in the current zoning district.  See the County’s Zoning Map.

Future Land Use Map Amendment: The establishment of zoning districts is largely based upon the County’s Future Land Use Map, part of the Comprehensive Plan.  Any request for rezoning must be consistent with the future land use category designation indicated on the Future Land Use Map pursuant to Sec. 202-6 or an application to amend the Future Land Use Map to a category appropriate for the requested zoning district will also be required.  Normally, an application to amend the Future Land Use Map is filed in conjunction with a rezoning application.

Special Use Permit: Special permission granted to allow a use that is not permitted by right in the zoning district, but that is generally compatible with the use characteristics of the zoning district and appropriate and compatible with adjacent and nearby uses.  See Sec. 218-1. – Table of permitted uses to determine which zoning use classification requires a Special Use Permit.

Special Use Permit Application for Telecommunication Towers

Alterations (Modifications) to Conditions of Approval: Alters or modifies Conditions of Approval approved through the Zoning Amendment Process, usually for Rezonings or Special Use Permits.  The process to alter or modify Conditions of Approval uses the same application, pays the same application fee, and follows the same process as the one that originated the Conditions of Approval.
