Todd Cosby is Director of the Rockdale County Department of Stormwater Management. As Director, Mr. Cosby is responsible for construction and maintenance of the County’s stormwater infrastructure, and oversees the Department’s financial, planning, engineering, permitting, procurement, project management, customer service, and environmental compliance functions.
Mr. Cosby is a licensed professional engineer with sixteen years of experience. He has a bachelor’s degree in civil engineering from the Rose-Hulman Institute of Technology, and has a master’s degree in civil engineering from Georgia Tech, with a focus in environmental fluid mechanics and water resources. Mr. Cosby has served in Rockdale County’s stormwater program for more than ten years. Prior to that, he worked for private engineering firms, specializing in stormwater management and land development.
