Our mission at the Department of Planning and Development is to provide quality services to business owners and to ensure the quality of life of Rockdale County residents. We are comprised of six divisions: Planning and Zoning, Inspections, Code Enforcement, Community Compliance, Stormwater Utility and Administration.
Planning and Zoning is responsible for the administration of permits, business licenses and nonprofit registration, alcohol beverage licenses, development plan review, zoning, long-range planning and forestry.
Inspections division performs building and site development inspections, compliance inspections for new businesses, on-site determination of unsafe structures for abatement, erosion and sediment control compliance, and development and building plan reviews for permitting.
Code Enforcement responds to citizen & staff complaints regarding code violations. Code Enforcement staff works with legal counsel, represents the county in court, and works with other divisions in P&D as well as other departments to enforce code and ensure compliance.
Community Service provides supervision of community service workers as assigned by State Court, Magistrate Court, Federal Community Service Program and out-of-county community service cases. Staff coordinates with other county departments in assigning tasks for community service workers. This division also removes large dead animals from county roadways and rights-of-way.
Stormwater Utility responds to citizen complaints regarding stormwater runoff issues and sinkholes, manages and collects stormwater utility fee, and designs small to medium stormwater projects in-house. The stormwater division provides contract, construction management, and inspections for Stormwater construction projects.
Administration handles all personnel and fiscal matters within the department. The director supervises all divisions and functions within the department, and prepares and administers the departmental budget. The director is the liaison with the Board of Commissioners, Chief of Staff, other department directors, the Chamber of Commerce, and the Conyers-Rockdale Economic Development Council.
